What is art for? Aside from the aesthetic considerations, art in the traditionally philistine culture of Britain has clear social and political functions. In this spiky, articulate and pioneering book Frances Borzello argues that art has been used since the 1870's as 'the bromide of the masses'. As such it has received official support and patronage. Indeed, the connection between the early days of art exhibitions for the poor in East London, designed as Lord Rosebury put it, 'to civilise a rough', and the 'umbrella' of the Arts Council today is clearly and provocatively drawn.
